DECISION

    OF THE MEETING OF THE INTERNET SERVICE PROVIDERS COUNCIL
                           PARTICIPANTS

   on the matter of Regional Registration Internet Center (RIR)
 establishment for servicing the Local Registration Centers (LIR)
               on the territory of the former USSR

22 January 1998                             The City of Moscow


     1. To found the standing Internet Service Providers Council,
having invited to participate representatives of the Local
Registration Centers (LIR) and Internet service providers on the
territory of the former USSR. To consider this meeting to be the
first official Meeting of the Internet Service Providers Council.

     2. Within the two-week period to organize an operating group
under the standing Internet Service Providers Council.

To appoint the closed joint-stock company "East Connection" to be
the company responsible for organizing of the working group.

To commission the working group before March, 1st 1998 with the
following:
     2.1. To prepare the draft Regulations on the standing
Internet Service Providers Council. To recommend the use of the
list "local-ir@ripn.net" for discussion of current issues.
     2.2. To set the time and venue for holding of the next
Meeting of the standing Internet Service Providers Council.

     3. To agree upon the establishment of Moscow office RIPE NCC
on a basis of Russian Institute for Public Networks. To set the
tentative date for the commencement of RIPE NCC office functioning
to March, 1st 1998.

     4. To stipulate that the condition for the establishment of
RIPE NCC office should be the possibility of choice of alternative
servicing between RIPE NCC (Amsterdam) and RIPE NCC office
(Moscow).

     5. At the expiration of 12 months after the opening of RIPE
NCC office to sum up the results of the work done and estimate the
need for, and the possibility of transition to the formation of
the Regional Internet Registration Center (RIR) on the basis of
consent of no less than of 2/3 of the registered LIRs, operating
on the territory of each of the countries in the serviced region.

     6. To take into consideration the separate opinion of the
Ukrainian Internet Service Providers Delegation stipulated in the
official statement of national Internet providers section under
the Ukrainian Communication Operators Association "TELAS".

                        OFFICIAL STATEMENT
            of the national Internet providers section
 under the Ukrainian Communication Operators Association "TELAS".

On December, 20th 1998 a meeting of the national Internet
providers section under the Ukrainian Communication Operators
Association "TELAS" took place. Representatives of the major
Ukrainian Internet providers participated in the meeting, including
all the medium size local registries of the Ukraine.
The issue regarding the establishment of the regional registration
center RIR in Moscow was considered. Following the discussion, a
resolution was put forward concluding that, due to a number of
reasons, transition of the Ukrainian providers to servicing by the
new RIR is not expedient and, therefore, the Ukrainian providers
will continue to use the service of RIPE NCC in Amsterdam.
